Foundation for the Law of Time was founded in 2000 as a nonprofit organization dedicated to the promotion of the Thirteen Moon/28-day calendar and dissemination of educational information regarding the Law of Time. Based on an investigation of the mathematics of the unique Mayan calendrical system, the Law of Time establishes that time is the universal factor of synchronization. This radically new perception of time accounts for the harmony inherent in the natural order. A corollary to this perception of time is that the velocity of time is instantaneously infinite. Traveling faster than the speed of light, telepathy is thus inseparable from time understood as the experience of synchronicity. 

The Law of Time distinguishes between a natural timing frequency that governs the universal order, and an artificial timing frequency which sets modern human civilization apart from the rest of its environment, the biosphere. The effect of basing a civilization on artificial timing factors - an irregular calendar and the mechanical clock - has resulted in the creation of an artificial global mantle, the technosphere. By consuming natural resources faster than they can be replaced and creating more waste than can be eliminated, the technosphere operates at the expense of the biosphere, hence, the current global crisis.  

In light of this crisis and the need for humanity to return to the natural timing frequency, the Thirteen Moon/28-day calendar has been presented by the Foundation for the Law of Time as a first step toward reestablishing world harmony and universal peace. Through the Foundation’s auspices, the Planet Art Network, a global peace movement to change to the Thirteen Moon/28-day calendar has now spread to more than 90 countries.  

The Foundation sees the calendar change as a necessary means of reformulating how humans think at the most basic level - their daily timing program. This fundamental change in thinking - foreseen by Einstein as the most necessary step for humans to take if they are to avoid a world catastrophe - is also in advance of a new stage of global evolution, the noosphere. 

As the planet’s mental envelope, the noosphere was predicted as the imminent next stage in the evolution of the biosphere by both Russian biogeochemist, Vladimir Vernadsky (1864-1945) and French paleontologist, Pierre Teilhard de Chardin (1883-1955). The Foundation for the Law of Time recognizes that we are now passing through the biosphere-noosphere transition. This refers to the stage of maximum disruption of the natural cycles accompanied by a civilization globally unified by electronic media. This brief passage is but a cathartic climax to be concluded by the advent of the noosphere - a radical shift in human self-perception - and the commencement of a new geological period, the psychozoic era. 

The Foundation for the Law of Time was established precisely to assist in the biosphere-noosphere transition. As a vehicle for modeling the new standard of time, for contributing research into the potential of human evolution synchronized with the earth’s electromagnetic field, and for establishing a universal peace plan based upon the knowledge of the Law of Time, the mission of the Foundation for the Law of Time is as vast as it is unique. Its goal is nothing less than universal peace by 2012 - Teilhard de Chardin’s "Omega Point." 

To attain this goal the Foundation is operating on a broad front, utilizing various means. By its philosophy “time is art” and through the promotion of the Thirteen Moon/28-day calendar, a perfect harmonic standard of time measurement, the Foundation is furthering a grand shift in human values and consciousness. By promoting alongside the new harmonic timing standard the Roerich Banner of Peace, the Foundation is encouraging the activation of this unique global peace pact (1935), and the value of peace through culture. The highlight of the Thirteen Moon calendar year is the annual Day Out of Time global peace through culture festival which features the flying of the Banner of Peace as an instrument signifying a new boundary-less planetary culture. In Brazil alone, more than 80 cities have come to recognize the Banner of Peace and this annual festival as an official holiday, while in Japan, the Day Out of Time is recognized as a signal to return to the values of natural time and the traditional concept of the festival as a means of embedding the human in the natural order. 

Through the Foundation’s Research and Development Center, the great experiment of the Law of Time, Noosphere II is being conducted. The premise of this experiment is that since the noosphere augurs a profound alteration in human consciousness, that it can be anticipated through a systematic exploration of higher states of consciousness and a variety of spiritual techniques for stabilizing these states of consciousness. To maintain the purity of the states of consciousness, this experiment is conducted for the most part in seclusion.  

A secondary premise is that the noosphere is a planetary field whose regulating system is situated within or functions closely with the Earth’s electromagnetic field and its radiation belts. Thus, Noosphere II is also conducting experiments to test this hypothesis and the possibility of a telepathic triggering of the noosphere through a resonant activation of the Earth’s electromagnetic field. Some of these experiments are being conducted in conjunction with a group of Russian Scientists, ISRICA (Institute for Scientific Research and Investigation of Cosmic Anthropoecology) of the Russian Academy of Sciences, Novosibirsk. 

Results of Noosphere II will be diverse. A major effort will be the publication of the seven volume Cosmic History Chronicles, the Reformulation of the Human Mind,( 2005-2011). To accomplish its publication goals, the Foundation seeks to establish its own publishing house, Law of Time Press. Information regarding other aspects of Noosphere II will be compiled and published in a timely manner.  

Finally, to actually implement its vision of Universal Peace by 2012, the Foundation has outlined a grand strategy. This current year, Blue Crystal Storm, July 26, 2004-July 25, 2005, is for gathering resources and establishing a program for the publication of key educational materials. This will then be followed by two four-year cycles, Yellow Cosmic Seed-Blue Electric Storm, 2005-2009, and Yellow Self-existing Seed-Blue Resonant Storm, 2009-3013. In brief, the strategy looks like this: 

Cycle I, 2005-2009: Time of creative deconstruction, in which the old order of the technosphere will be in an increasing state of crisis. To offset this, the Foundation promotes the formation of New Time Party, an alternative to politics more in the manner of a forum for creating the agenda for positive social transformation. This includes the establishment of 13:20 Natural Time self-sustaining communities to be allied with the already large network of ecovillages and intentional communities; the establishment of bioregional congresses; the promotion of a garden economy based on alternative technologies and barter rather than monetary exchange; and the creation of an UR Council, an ecumenical council of spiritual elders to oversee the creation of a Universal Peace Plan. 

Cycle II, 2009-2013. Time of Creative Earth Regeneration will witness the establishment of a globally decentralized garden economy and implementation of alternative energy technologies, sustained by the creation of a Biospheric Planetary Congress and a Noospheric Planetary Congress - the former to adjudicate bioregional economic and social issues, the latter to establish universal spiritual principles to be at the forefront of social planning and education for the future. The UR Council will have successfully implemented its Peace Plan; war will no longer be a viable means of settling social issues. The world will be on the Thirteen Moon standard, and by 2012 the Noosphere II experiment will be successfully concluded with the circumpolar rainbow bridge. 

With a program as ambitious as this, but with a vision and knowledge to back it up, you can see why the Foundation is seeking to establish a vast pool of resources during this 2004-2005 Blue Crystal Storm year. Not only private funding, but grants and corporate funding are being sought to carry out this vast and positive conception for bringing peace on earth and with it, the vision of a new galactic culture of peace operating by new mental spiritual evolutionary standards.
